Respectfully [[strikethrough]] returned [[/strikethrough]] forwarded to Col. O Brown Asst. Comr. The following instructions have been sent to Capt Ashworth - "In the case of Merrit Perkins & Peter Paine, summon the parties before you as Provost Marshall  If found guilty punish them with such fine as the circumstances indicate. If the Civil officers will act under your orders in making arrest, use them. all fees to be paid by the parties arrested if found guilty. Civil officers cannot issue orders for the arrest of freedmen but you can, and you may use any means you can command to enforce your authority. If the Court prefers letting men run at large, who ought to be confined rather than repair the jail, all you can do is to see that "there is no distinction on account of color"
