Sir:
I wrote to you several days ago, giving a report of an Outrage that had been committed by two white men named Merrit Perkins & Peter Paine. I summoned these men to appear before me yesterday, and they came. They acknowledged going to the house of Jack Smith (cold), armed on Tuesday night last and also that they took Jake Ware (cold) away, but deny that they arrested him, which, considering the circumstances is a very amusing assertion. Jack Smith is a very respectable man as far as I can learn and the safety of his house and family should be preserved for him.  Having no means to punish Perkins & Paine I was compelled to let them go and refer the matter to you. Several cases of this kind have come to my knowledge and I am distressed to know what to do.  A want of power on our part to administer justice renders the Officers of the U.S. contemptible & I am afraid that our troubles are but beginning.
