In reply to your endorsement of the 3rd inst, on the application of Col. O. Brown Assistant Commissioner of your Bureau, State of Virginia for the retention in service of Chaplain R.M. Manley, 1st U.S. Colored Cavalry, after the muster-out of his regiment, I am directed to inform you, that the regiment referred to, has been mustered out of service, discharged, and finally paid.
