Dear Sir,
I would very much like a few hints regarding the following.
Have I a full right to allow the Charitable Associations to tear down and break up the hospital buildings here, cart them off, and put them up elsewhere?
Has the Freedman's Court authority to decide cases involving over $100, such as debts &c. There being in such strictly no penalty as far a crime.
Is there, as would seem for Circular dated Sept 24 1865 from your office, an unlimited discretion in civil suits and a limited one in criminal proceedings?
I think we will be all right down here after a while. I shall not need Mr Raymond's services, and from the great hostility to him here, he really can be of no use in this District.
