War Department, Bureau of Refugees, Freedmen and Abandoned Lands. Washington, March 27th 1866. Col O. Brown Asst. Comr. Va. Dear Sir Yours of 19th came duly to hand, with enclosure from W.H. Macon. I have made such enquiries as I could after men here who would accept the proposition therein contained. I have also referred the papers as you observe by endorsement, to Genl. C.H. Howard. His reply to me is that individuals here are too poor to purchase land and he has become responsible for all the farms he can sustain. My friend Eaton of Boston has written me, but has decided on nothing certain and definate. I will keep you informed
