Lieutenant:

I have the honor to submit to your consideration the following Statement, regarding some property occupied by the Confederate Government, and to present my claim to said property.

I am a native of Massachusetts where I resided until the year 1847, when I came to this City on Account of my health, I took no part in the beginning of the War, but was always regarded as a Northern man and was exempted on Account of my health, my property being here I remained with it. After the War commenced and until it closed, I never have occupied any Office under the Confederate Government
