Genl. Terry with his accustomed vigilance had issued an order closing scores of shanties, and dispersing hundreds of these sharpers, and yet scores of them remained lurking about camp for their prey. By co-operation of the commanding officers, the 2nd Regiment was kept quite clear of spoilation. Some few during the evening after payment, & through the night. were robbed of their money. Many hundreds of dollars in all were lost.

I would respectfully suggest that at every such 'muster out' some special officer of this Bureau be detailed to look after the pecuniary interest of the men, and that strict orders in all such cases should be issued for their protection from fraud and imposition."
