I have the honor to submit report of cases transferred from the jurisdiction of the Freed-man's Court for this county, pursuant to Circular 10. CS. office Asst. Comr. State of Va.

These cases were duly referred to the civil authorities of this county, who declined receiving them, under the plea that there was no proper place, in civil possession, for the confinement of alleged criminals. I then called upon a number of the magistrates for this county and, after furnishing them with copies of Circ. No. 10., agreed to secure the proper confinement of all prisoners, who, after a fair hearing, might be found subject to such confinement, on written application to
