I have the honor to make, in accordance with Circular No. 1, Hd. Qs. Asst Commissioner State of Virginia Jan 1st 1866, the following report of freedmen able to work but unemployed in my District.

County of Elisabeth City.  In this county there are very few able bodied men totally unemployed though many are doing very little for a living; and, should the opportunity be given, [[strikethrough]] many [[/strikethrough]] a large number would willingly go elsewhere. There are hundreds of women unemployed; able and eager to work yet unable to find it: willing to go elsewhere.

County of York. The condition of this county is the same as that of the preceding except that the numbers are less.

County of Warwick. No able bodied men in this county are known to be unemployed.
