My Dear Col: 
I wish to explain my order transferring Col Seip to Gloucester and Lieut Horton to James City, the order goes by the same mail as this. I think Col Seip will do well in Gloucester where Horton has failed and that Horton will do well in James City County which is quiet and comparatively well disposed.

Lieut. Horton is an earnest capable man but without much tact and apt to be indiscreet.

Col. Seip had a difficulty with Mr Finney Supt of Quaker schools in which Finney was wrong but disposed to make not a little trouble, using his influence at Washington if necessary. This measure quiets all difficulty and I think puts things on a healthy basis.
