E.B. 194.

Office of Asst Supt.
Bureau R.F.& A.L.
New Kent C.H.
April 23d 1866

Respectfully returned.

The civil authorities of this County were ready to take action in the within case at this place on the 13th inst. the Asst. Supt. being present.

As the examination was about to commence the within named Frank Abrams stated to me that he wished to withdraw the suit, without stating his reasons, which was done.

Since the within communication was received he informs me that he is afraid that J.C. Timberlake will tear down his house if he proceeds, hence does not wish to take any action in the case.

Timberlake admits that he whipped Abrams but says that he is sorry he did it, as he believes Abrams is innocent of the offense for which he was whipped.

The civil authorities were ready to investigate the matter when the complaint was withdrawn.

Abrams states that Mr. Henry Toles assisted in tying him up to be whipped.
