A. 149 R.F.& A.L. Va. 2d Vol. 1866. Head Qrs. Asst Comr. R.F. & A.L. Richmond. Va. April 6. 1866. Armstrong Bates, James A. Capt. & A.A.A.G. A man named Frank Abrams living with J. Sherply in Cumberland, New Kent Co was severely whipped by J. C. Timberlake, Abram's Son was whipped at same time. The civil authorities take no notice of these matters. Asst/ Comr. directs to make a thorough investigation of these cases and report. Recd. S.O. 9th Dist. R.F. & A.L. Va., 4. 9, 1866. Bureau RF. and AL Hd Qs 9th Dist Va Fort Monroe April 9 66 Respectfully referred to Capt Brooks Asst Supt who will comply with [[strikethrough]] endorsement [[/strikethrough]] within order of Col Brown Asst Com.
