Bureau R. F. A. L. Office Asst. Supt. Eliz. City Co. Va. Fort Monroe May 8, 66 Clarena Tucker (col'd.) being duly sworn deposes and says. That having entered complaint, at office Asst Supt. of Eliz. City Co. Va. May 7th 1866 against Walt Banks col'd. for assault & battery, she was referred to Mr. Richardson a Justice of the Peace for Hampton, in said County. That on her appearing, with witness, before the said Richardson, asking for the arrest and trial of the said Walt Banks, the said Richardson, refused to act, stating that he "got no pay" for his trouble." Witness farther deposes that the said Richardson, told her that as the Freedman's Bureau had the money and the men, it might try that case as well as others; he therefore refused to grant a hearing.
