I have the honor to make the following report of able bodied but unemployed freedmen in the 9th Dist Va. according to the several counties therein.
Elisabeth City.  There are but few totally unemployed but about three hundred able bodied men who are doing little and living without regular employment.
Many of these wish employment, some are asking for work on railroads, others wish house or field work.
There are about seven hundred able bodied women virtually without employment; most of these are encumbered with children.
[[?]] contains about two hundred unemployed men and four hundred unemployed women; that is to say, these are without regular employment - nearly every one is scratching about more or less
