Capt. George H. Brannix of the 21st Regt. V.R.C. (on duty as Assistant Superintendent Bureau of R.F. & A.L. for the County of Charles City, State of Virginia,) having applied for a Certificate on which to ground an application for a leave of Absence, I do hereby certify that I have carefully examined this Officer and find that he is affected from a very severe cold (contracted at this place on or about May 22nd 1866.) resulting very close on total deafness. he is also considerably debilitated. And that in consequence thereof he is in my opinion unfit for duty. I further declare my belief that he will not be able to resume his duties in a less period than twenty (20) days. A change of Climate is necessary.
