Respectfully returned to Genl S. C. Armstrong Supt 9 Dist. Va. to know why he has to support these persons desiring transportation to Richmond, Va, if they will be able to support themselves if the transportation is furnished  There is at present a large surplus colored population in this City.

The within named parties desiring transportation to Richmond were cut off from the ration list at this place under letter dated May 21st (21st) Office Asst Comr, in order to be sent home and, if necessary, draw rations there. They all have friends in Richmond and think they will not need govt aid there.
