3rd The condition of the Register of Marriages, as authorized in Circular No 11., is as good as could be expected from the short time and the difficulties encountered in Complying with the requirements of the circular. To make the records complete would require the labor and expense of an entire census of the Colored population. In Norfolk County (73) Seventy three marriages have been registered. Princess Anne County is nearly complete, but the number in the other counties is not ascertained. The officers are endeavoring, to the best of their ability, to carry out the requirements of the four paragraphs of said circular.

4th All the Counties have signified their willingness to provide for their own poor Freedmen. The means at their disposal are ample. All the counties owning farms which they rent for that purpose. The provision made for their support, established either by law or custom, is each sufficient. The practice is to rent the farm, and then contract until the party who rents the farm to provide for the poor for a stipulated sum ($50-) Fifty dollars per year, this party agreeing to supply one bushel of corn meal and 12 twelve lbs of meat per month to each person over seven years of age. Those under that age are not provided for. The room and clothing are left entirely to the contractor whose tender feelings towards them induces him to provide
