The Registry of Marriages is progressing. Three hundred matrimonial alliances are registered, at the present rate the record will be complete on October next. Circular No. 11 has been extensively published; surnames are generally adopted.   


This county is willing to take care of its own resident poor; not of those belonging elsewhere. It has no poor house, has levied no tax for the support of the poor freedmen, and will not attempt to provide for them this year.

There is more labor than the demand calls for, the county being largely overpopulated: two thirds of its residents belong elsewhere. This labor however is not mobilized; there, as throughout the Peninsula, the civil and political situation seriously interfere with the response of labor to the demand for it Place true friends of freedmen on the farms of Peninsula, and the laborers would soon scatter; they are affrighted & huddle together
