The freedmen of this county seem to be at work, and to have little difficulty with the whites. They have a fair chance to make a living but no mental or moral advantages whatever. The people are so scattered that the caste or class feeling is weakened.

So the negroes stick to their hoes and their contracts they will have little trouble; whites will do nothing for their elevation. The elements of discord between the races exist, but there is seldom occasion for their action.

There is no guarantee of full and complete justice to the freedpeople; their veracity is below par. One of well known character has an advantage.

Some of the magistrates are fair men, and possess, and are worthy of the confidence of all.

But while public opinion is as at present, judges and juries cannot be relied upon to render impartial decisions and verdicts in cases where whites are interested against blacks. The common whites are full of prejudice and jealousy.
