The Register of Marriages is receiving the attention of Lieut Chandler Asst. Supt. entries are made on forms furnished by the State. It is a long and severe task to complete this record. Circular No. 11 is advertised. Surnames are adopted by the freed people.

Matthews intends to provide for its own poor, but cannot do it this year; the condition of white paupers is very bad - it cannot till late this fall provide for white or black indigents. There is a poor farm of 39½ acres, a poor house, and a fund of $14,000.00 interest of which helps support paupers. The county levy will not be collected till this fall.

The commissioner of taxes in Gloucester is making out the list of tithables preparatory to levying a tax upon freedman, for the support of county and of paupers; colored paupers will be provided for.
