States that colored soldiers placed in the hands of Calvin Pepper for collection claims for back pay, bounty &c. that Pepper has gone North, and has transferred these claims to one J.T. Wilson (cold) who refuses to give them up unless paid the same fee as if he had collected them.

Requests that application be made to the 2d Auditor or to the proper officer to have these claims transferred to an officer of the Bureau for collection.
