Colonel,
I have the honor to report that during the past year very many colored soldiers, and wives of colored soldiers, deceased, have placed in the hands, of one Calvin Pepper, of this city, for collection, claims for Back Pay, Bounty, Pension, &c., 

A long time has elapsed, and very few of the claims have been collected. Some time since Pepper left this city for the North, and has not returned, The papers which had been left with him by claimants he turned over to one J. T. Wilson (col'd.) who was formerly in Peppers employ. Wilson claims to have had transferred to him by the 2d Auditor of the Treasury, for collection by him, all the papers left with him by Pepper. But this I claim 
over,
