I have the honor to submit the following statement, the propriety of doing which will, I think, appear.  

Richard Montague, (colored) states that a white man named Alexander Lelan, residing in Lancaster County, did about three weeks ago, shoot through the eye, a young colored man whose name he does not remember, who was working for the said Lelan. Said working man had a difficulty with Lelan - attempted to run away - and Lelan shot him as described. 

Said Montague, - then on a visit in Lancaster Co. - remained with him one night; said no one had told of the affair nor dared to , lest Lelan should shoot him, too, and there had been no investigation of
