A. 381. R.F. & A.L. Va. 3d Vol. 1866.

Fort Monroe, Va
6th August 1866.

Armstrong, S.C
Supt.

Reports in accordance with Cir. 1. C.S. from Asst. Comr Va, that there are 200 unemployed Freedmen in Eliz: City Coy and 300 in York Coy — that there are numbers partially employed in Eliz City, York, & James City Counties — The unemployed are not eager to go to Boston. Thinks that in the winter when there will be thousands unemployed and destitute, owing to ejectment from lands, great numbers will be eager to go to Boston or Florida, and very many will return to their own Counties.
