Bureau R.F. and A.L.
Office Asst Supt. York Co. Va
Yorktown, Va. August 1st 1866.

General:

Pursuant to your instructions, I have the honor to report, that, I have taken possession, of the "Whittaker Farm" (so called) in this county, and have notified the tenants, upon the same that rents are to be paid, to the government. It consists of six hundred and twenty acres of land, mostly woodland. In case of the retention of the "Blow Farm", I would not recommend, the "Whittaker Farm", to be retained, as the poor farm of the County, but still, the use of the Farm, will be very necessary, to the "Bureau" this fall, as a very large amount of land, must be found, to place "Freedmen" upon, as many will be homeless at that time.

I have the honor to be
Very Respectfully
