General

I have the honor to inform you that on Tuesday the 2d inst. I arrested James Shreaves, and Thomas Phillips for takeing arms from Freedmen and on Wednesday morning about 4 1/2 o'clock, I arrested Capt Lewis and John Hinman jr, and brought them to this place and lodged them in jail, and kept them there until Friday the 3d inst. and then under instructions from Genl. Miles, I turned them over to the civil authorities, but not until they would first issue a warrant, and try the case as soon as I turned them over, which they did, and put them under bond, to appear at the next term of court, which will be on the 28th of this month.  I also informed them that if they did not issue warrants for the arrest of all who have been committing
