Colonel:

In compliance with instructions in letter dated Richmond Va July 23rd 1866, I have the honor to report that I have confirmed with Mr. Taylor's agent, and can make no arrangement with him in regard to the crops and Freedmen now upon this farm, as he will enter into now that will bar his claim to rent and damages.

I would respectfully request that when this property is restored, that it be turned over on the same conditions, that other property is, in this District. And that the Government and Freedmen, now living on said farm, have till the 15th day of November next to remove their crops, wood, lumber, buildings &c, now in possession of the Bureau.
