General,

I have the honor to report that the Freedmens affairs remain nearly the same as last month.  A very little improvement is perceptible.  The able bodied are generally employed, at fair wages.  The most needy are the aged, infirm and orphan children, most of whom formerly belonged to other parts of the state, or some other state.

Efforts have been made to return these to their former homes, with but little success, as they have been so long away, that they have lost all attachment to, and nearly all knowledge of their former homes.  They utterly refuse to return unless by force.  To such as have had transportation furnished them, and have
