Sir:-

I have the honor to inform you, that, Cir No 10, War Dept, Bureau R.F. and. A.L. dated Washington D.C. August 22d 1866, has been transmitted to the Board of overseers of the Poor, of York Co, notifying them, that, after the 1st of October 1866, the U.S. Govt will expect them, to assume charge of all indigent, Refugees and Freedmen, in this county as the "Destitute Ration" at that time will be discontinued.  As you are aware, there are a very large number of destitute and suffering Freedmen in this county, and they are very desirous of learning what disposition the Civil Authorities, propose making of them at the terminus of this month, and, as Presiding Magistrate of this county I thought I would submit the question to you.  You are aware of the difficulties, which the Authorities both Civil, and Military have to contend against, in this county.
