General, 
I have the honor to report in accordance with Circular Letter from your office, dated July 23d, 1866 that there are, at present, in my District, not over ten families, comprising not over forty souls, who are desirous of availing themselves of the provisions of the Act of Congress alluded to in Circular No 7, C.S. from the office of the Commissioner at Washington.

They all reside in the county of Elizabeth City.

Should a delegation be sent to Florida I believe they could upon their return induce quite a large number to migrate thereto, especially under the pressure of the coming season.
