General,
I have the honor to enclose statement from Chaplain C.C. Raymond and deeming it a mere month of time when he shall be out of the U.S. Service I shall not insist upon his entering upon duty in the Bureau unless specially instructed to do so.

I will instruct Capt Brooks by letter to immediately take charge of Charles City County and will make duly application for permission to add that county to his Sub-district.  I think the counties of New Kent and Charles City can be [[?]] without detriment to the interests of the Bureau
