be a canvassing of the people, a getting at each and every circumstance in this most important and distressed
locality that would throw great light upon all plans devised for their welfare, and which would be a record of permanent value; it could then be said of the Bureau that it had done its whole duty. 

But the work should be done in the best possible manner, and should the means be granted, I would cheerfully accept the responsibility of it being well done.
