General:

I have the honor to inquire whether the Freedmen's Court of this County, is authorized to compel, under pain of penalty, a white citizen to abate any nuisance on his own premises which may prejudice the health or comfort of a Freedman living in his vicinity: and to what limits this authority, if there is such, extends. Whether for instance, the white residents of Hampton or Slabtown, living in lots adjoining those of Freedmen, can be required to police and keep clean their own premises, and the street directly in front, which, although not dangerously offensive, are filthy and offer a bad example to the latter, & prevent any proper and just enforcement
