Norfolk Va: March 16th 1866

Major Genl: Howard
Commissioner Freedmens' Bureau
Washington D.C.

Sir:
I beg leave to make the following statement in connection with the enclosed papers, and to ask your consideration of them.

The property described in the Papers sent, is held by me as a trustee for the creditors of Plume & Co:, many of whom are Boston and New York merchants. The first application made by me to your Bureau was for the restoration of this property to me, in order that I might sell it for the benefit of the creditors. That application was returned to me with the endorsement "that the property would be retained until the necessity for its use had passed". I then made an application for rent of the property, at the suggestion of some of the parties interested, Captain Flagg having informed me that, under the circumstances of the case, rent would be paid, and I refer you to his endorsement on that application, enclosed herewith. This property was not taken as "abandoned" or liable
