States that on his arrival there, he found that the negroes had stolen three of his best cattle, and his neighbor lost two fine oxen. Asks that an officer with men be sent there to protect them from the freedmen in that quarter.

Respectfully returned to Col. O Brown, with the information that I have not any means of rendering the assistance as directed. I have not a detailed man in the district. A report of this fact was made to your office on the 15th inst. and a request made at that time for a sufficient detail of soldiers to act as guards & orderlies in the various Sub. Districts of this District. I was anxious to carry out instructions recd and to prevent wrongdoing in my district, but am powerless unless I can receive the aid asked for
