would be hired out at auction. The only order approximating thereto was, that all Freedmen able bodied, must find employment by Jan 1/66, otherwise they would be hired out by the Asst Supt of the Bureau for that Co.

It is a fact that the feelings of the White population towards the Freedmen is one of bitter hatred, perhaps to a greater extent than in any Co. in my Dist. their prejudice in almost all cases inducing them to acts of injustice and imposing upon them in their transactions with them, so much so, that it requires continued vigilance on the part of a discreet officer to secure to the Freedmen their rights

We do not attempt to screen the acts of the Officer in charge who was (it is thus shown of late) a very unjust man to the Freedmen in small matters, and did make many contracts for them without consulting with, or explaining the nature thereof to the Freedmen. All such are now being annulled by the Officer in charge and new ones made in which their feelings and interests are consulted, its nature fully explained and justice rendered both parties.
