The Bureau will not in future consider papers of this description unless the Asst. Com'r. expresses his opinion on the merits of the case. One of the main objects in having Officers in the Southern States is to secure for the Government the benefit of their advice in the disposition of all cases that may arise requiring the action of the authorities in Washington
