The Asst Comr asks pardon for omitting the expression of an opinion in this case. The only excuse he can offer is not having received instructions respecting the class of persons for whom transportation should be furnished. He deemed it presumption to advise in the matter. The orders of the War Dept. are clear upon the subject of who shall be transported at Gov't expense; but should the people become dependent on the Govt for support a liberal interpretation to the term refugees may be given. The Commissioner has such confidence in the judgment of Col. Brown, that he confides to him the right of interpreting the work refugee liberally whenever the interests of the Government may seem to warrant. By order of Maj. Gen.
