To Col O. Brown, Commissioner for Virginia.

Your petitioner James I. Barnes of the County of Elizabeth City, State of Virginia, would respectfully represent that he is the owner in fee of a small tract of land lying bearing and situated in the County of Elizabeth City, containing Twelve acres of land more or less [strikethrough] and [/strikethrough] bounded by the lands of Henry Watson on the South & West: on the west by Harris' Creek, & on the North by the lands of JH. Clarke.

Your Petitioner would represent that said land is now in the possession of the Freedmans' Bureau. That  your Petitioner has taken and subscribed the Amnesty Oath as required by the Presidents Proclamation of May 29th 1865, and that he is not embraced within any of the excepted classes: That all certs against such property in the U.S. Court have been paid, & the same ordered to be dismissed as will appear from the certificate of Mr. W.H. Barry Clerk.

There are no Freedmen upon the premises.  In consideration of the above statement of facts, your Petitioner would respectfully ask the intentions of said property & the rents whic have accrued since taking the oath.
