I have the honor to transmit herewith Monthly Reports for February of Asst. Supts., of the general condition of Bureau affairs in their respective Counties.  The reports we think are a fair and just exposition of the condition.

Your attention is particularly called to the fact that all of our officers are alone, the application for a detail of one soldier with them being disapproved by Capt. Dallas, Comdg Post, and to the statements of the Officers that it is almost impossible to have their orders obeyed, or to discharge their duties with a desirable degree of success or credit to the U.S. Govt. or Bureau, without the assistance of at least one soldier.  It is impossible for them to personally make arrests - serve summons &c., and as now, our officers are powerless to bring
