I have the honor to transmit herewith the deposition of Chester Stokes, a freedman, in regard to his treatment by one of the magistrates of this Co. and to append some remarks of my own.  To which I respectfully ask your attention.  This case is the most important, of any that have been investigated by the civil courts of this Co. under the new regimen.  The negro Chester Stokes come to me and complained that he had been shot at, and hounds put upon his track then, a full account of which you will find in my report for March 31st.  I sent him to a magistrate near this place to make his complaint.  the magistrate issued a warrant for the arrest of Stokes and
