Recommends the muster out of service or transfer to some other District, of Lt Chas. Bird. V.R.C. Asst Supt. City Point, Va. on account of intoxication; so much as to unfit him for his duties.
Lt. Yeckley will be assigned to his posistion.

Resp'ty returned to Genl. O Brown Hd. Qrs Asst. Comr. The Officers on duty at City Point assure me that although Lieut. Burd is not a teetotaler, he is never incapaciated for business, and that he is not in the habit of getting intoxicated. He seems to have the confidence of the citizens and freedmen and from the evidence I can obtain I see no cause to recommend his removal
