Some deserve to be kicked out of their tenements for deliberate defiance of Bureau orders and warnings.

They must provide for themselves - I fear there are a good many such - enough to justify grave apprehensions.  But in the name of mercy let [[strikethrough]] not [[/strikethrough]] those who would but cannot pay rent, who would but cannot go elsewhere, receive gentler treatment - not of course, sufficiently indulgent to encourage their stay

So far, in the counties of York & Elizabeth City no provision is made for the latter class.

In the latter the "Bates farm" if held as above suggested will, I think, answer every purpose, in the former, as the people are not disposed to move a closer pressure must be applied and, when the necessity is imperative, due application will be made
