In view of the intended general removal of Freed-people from all private lands at expiration of the current year, and the consequent increase in the number of homeless and destitutes dependents upon the Government, in the middle of winter, when the lease of the "Downey Farm," (now rented by Bureau,) will have expired, as also in consideration of the suitability of the "Bates" Farm for Bureau purposes it is respectfully suggested that said Farm be retained untill such arrangement may be made for the relief of homeless and destitute Freed-people as may be deemed necessary.
