Respectfully returned to Capt" R S Lacey Supt" 7th Dist Va. with report. The within case is correctly reported. 1st the colored children held by M. W. Pettigrew under on informal order of the county court. I have disposed of the girl about 14 years old, I bound to the person of her selection. The boy 11 years old I turned over to his uncle. He is able & well qualified to take care_

of him,  2nd The following is based on the evidence of Jacob Wilhelm and Wm P Wilhelm, In the first place Wm Jackson (cold) warranted F. R. Rosser for 8 1/2 months services rendered in 1865. The warrant was presented by the constable James. M. McCoy, Rosser damned the negro for having the assurance to warrant a white man & threatened to shoot him on first sight  the colored man was adviced to get a peace warrant. to have him bound over, which was issued by Wm L Barger J.P. of the District and given to the Const Jas M McCoy, who arrested Rosser again and brought him before John D. Shanklin J.P. of the same district, Both parties with their witnesses were present. But the magistrate. refused to act on the peace warrant. and instead took up the civil case, without witnesses rendered judgement against the Colored man, with 5.00$ cost. Shanklin permitted Rosser and his party to exhibit revolvers in his presence. and to threaten the life of the colored man & his witnesses, On the colored mans return home Rosser & Geo. Carper & Rese Staley caught him and beat him severely, the effects are yet plainly seen on his body. He returned to the magistrate to complain. & he told him that they done right_
