Sir, I have just now received from Mr. Page, the Agent at Richmond, the original papers pertaining to the matter of Neilson's Island, and have the honor to transmit you copies.

By these you will see that Major Genl Terry had the whole case before him, and after satisfying himself that the property could not be useful to the Government and ought to be restored, made an order to restore the possessions to me for the heirs.  In fact all control of it by Government officers had been abandoned practically months before.  There is only one tenement on the island of any value - and if severed from the realty would not pay for the removal.  And for purposes of occupancy as they are
