Captain, 
In compliance with your orders I have the honor to submit the following report for the five days ending Dec. 16th 1865.

I have visited Fort Monroe, Sugar Hill, New Town, Downey Farm, Vaughn Farm and attended a public meeting in Hampton and Conversed with [[strikethrough]] all [[/strikethrough]] most of the prominent and leading men of these places, with most of whom I am personally acquainted. In York County I have visited Slabtown New Town, Yorktown and other places where the negroes are the most thickly settled. I have also visited the City of Williamsburg and travelled James City and Warwick Counties.

In no place have I been able to detect any concerted plan for an outbreak, or any disposition on the part of the negroes to resist the National Authority.
