Dear Sir:
I have the honor to request that you sell me the balance of the clothing piece goods, thread &c in the possession of the Bureau for Virginia, at cost of manufacture. The same to be manufactured into clothing, and so disbursed to destitute loyal white and colored people, either as gifts or at very low rates: it being the intention to extend the benevolence to as many needy persons as possible rather than to make money out of the operation.
