Requests the Bureau to issue to him a quantity of Soldiers clothing. The same to be remanufactured to fit destitute children & others, as may be found necessary in the distribution.

Respectfully forwarded to Maj Genl. O O Howard Commissioner &c, not having the authority to grant the within request  It is not necessary for the Asst. Commr to endorse the character of one so generally known as Mr Chase (the writer of this application) as a sensible philanthropist; but it is certain, that the Govt. could not find a person, that would bestow its charity more judiciously
