Chief of Bureau of Refugees Freedmen, ie,

Sir: I respectfully apply for a leadership in your department. The necessities in circumstances by which I am surrounded compel me to ask this favor of you.

For references I refer you to Hr. Bowden, Attorney - General of the State of Virginia. He is now absent from the city but as soon as he returns will see you in person in my behalf.  

Please let me hear from you at your earliest convenience after the return of Hr. Bowden.
